Desktop is larger than screen resolution

Desktop is larger than the screen's resolution, maximizing windows extends them below the screen.
Steps to reproduce
- Connect monitor 1
- Observe no issue
- Connect monitor 2
- Observe desktop extending below the display
What happened
When I maximize a window, it extends below the display, as well as the desktop wallpaper increases in size, as if it were trying to fit a larger screen.
What did you expect to happen
I expect the window to maximize correctly and not extend past the display edges.

The issue only happens when I have my second monitor plugged in, and the issue even persists on the original monitor. If I unplug my second monitor, it fixes the issue on the main monitor, but I can't use my second monitor.
My second monitor is an acer XB270H (144hz, 1920x1080) My main monitor is a ViewSonic VA2246 Series (60hz, 1920x1080)
