Mutter 3.38.0 drawing at 60fps on a 144hz monitor

Bug summary
Since installing 3.38, everything in Gnome has been locked to 60fps despite my 144hz display. I am confident that this is a problem with 3.38 (or at least my installation) because the problem appeared right after updating and because the problem does not affect things that are handled by X itself and not the Gnome compositor (Cursor, unredirected windows). I also have a 60hz monitor, but I do not believe this is related to the problem, as Gnome 3.34 did not have the issue described and the issue persists even with the second monitor disconnected.
Steps to reproduce
Install Gnome 3.38 and run an X11 session on a high refresh rate monitor.
What happened
Animations, window resizing/moving, etc. are all drawn at 60fps
What did you expect to happen
I expected animations, window resizing/moving, etc. to be drawn at 144fps
Relevant logs, screenshots, screencasts etc.
It may be helpful to know that I ran glxgears
and it correctly updated at 144fps. It seems some hardware accelerated window content draws properly (Blender is locked at 60 fps). Is there some way I can collect performance statistics (like frames per second) for Gnome/Mutter?
