OSK (On-Screen Keyboard) does not activate on Wayland

Bug summary

When using the touchscreen on my HP Envy x360 15-bq102ng in a Wayland session (and in the user selection screen) I am unable to summon the onscreen keyboard. It does not get activated automatically on selecting input fields with the touchscreen. It is not possible to activate it via the swipe-from-bottom-edge gesture. In X11 mode both ways to summon the keyboard work as expected.

When enabling the screen keyboard in the Accessibility options the gesture works and clicking on a text field enables the OSK, regardless if using a mouse or the touchscreen.

What happened

The OSK does not work in Wayland except when enabled in Accessibility settings.

What did you expect to happen

The OSK works on the touchscreen without being enabled in Accessibility settings like in 3.34
