Firefox Picture-in-Picture mode not always on top on Wayland

GNOME/Mutter 3.36, probably also earlier versions.
Bug summary
Firefox Picture-in-Picture mode works fine in X11 but does not stay in top of other window (unless explicitly told to do so by right clicking on it).
There is an associated Firefox bug, but it seems that gdk_window_set_keep_above()
is a no-op on Wayland. Would be cool if you could allow applications to keep windows above other. Maybe it could be a special permission given to apps?
Steps to reproduce
- Run Firefox on GNOME and Wayland
- Start a video and set it to picture-in-picture
- Switch to another application
What happened
The other application steal focus from Firefox
What did you expect to happen
The picture-in-picture window should stay on top
