Onscreen keyboard doesn't appear automatically when touchscreen is being used

This was working on Fedora 31. After upgrade to Fedora 32 (Gnome 3.36) this behavior is gone.
An extension couldn't cause this as it reproduces on login screen as well.
Steps to reproduce
- Use touch screen
- Boot in gnome login screen at least
- Tap on a username
- Password prompt appears
- Tap password prompt
- Notice no OSK appears
- OSK could be successfully enabled using Universal Access settings
