Fractional Scaling 1 pixel gap with all fullscreen windows.

Bug summary
When turning on any specific fractional scaling setting such as 150%, fullscreen windows all have a gap between the top of the window and the status bar. It isn't a severe issue; however, this does not happen with integer scaling values, and seems odd to happen in only fractional scaling.
Steps to reproduce
- Start gnome with Wayland
- Enable fractional scaling and set a fractional display scale
- Put an application in fullscreen windowed mode
What happened
Instead of fullscreen windowed mode meeting with the status bar as it does at 200% or 100% scaling the window instead remains 1 pixel below the top status bar leaving a gap where you can see the wallpaper peeking through.
What did you expect to happen
I expected the fullscreen windowed behavior to be the same as it is in integer scaling with the top of the window meeting the top status bar with no gap.
