HiDPI scaling for >100% prevents full-screen video playback

Bug summary
mutter seems to confuse mpv and firefox in full-screen video playback because of the fractional display scaling. The issue may be related to !1004 (merged).
This degrades the experience of Ubuntu 19.10 such that the affected user threatens to switch to macOS or Windows, as no fullscreen video watching possible.
To avoid this, I'll happily assist in fixing this bug, if you provide me some pointers how to narrow down the search.
Steps to reproduce
- Run Ubuntu 19.10
- Set fractional scaling to a value
>100%
, I have 150% - launch mpv video (or firefox)
- activate video fullscreen
- observe funny screen flickers and resizes
What happened
The video players don't properly play in fullscreen mode and the canvas seems to resize very quickly and the screen seems to update its mode (resolution).
What did you expect to happen
The video is played in fullscreen.
