Use devel styling if DATADIR_IS_UNINSTALLED

FeRD (Frank Dana) requested to merge ferdnyc/meld:devel-styling into main

An idea I had for making it easier to confirm that you're running a local Meld, when testing. In addition to using meld.conf.PROFILE, also apply the "devel" style if meld.conf.DATADIR_IS_UNINSTALLED is true.

(Granted, the Gtk3 gear headerbar isn't as distinctive as the Gtk4 stripey version, but it's what we've got.)
