Move trackertestutils code to this repository

Carlos Garnacho requested to merge carlosg/tracker-miners:wip/shuffle-testutils into main

Make these python utils installable, and accessible via a "localsearch3 test-sandbox" CLI subcommand.

Unfortunately, the long story oF these test utilities is convoluted between both this and the TinySPARQL repository, so the attempts to perform git surgery in order to preserve history haven't been quite successful.
