Build failure with 1.1.36 and Python 3.10
Same as libxml2#392 (closed) but for libxslt.
From ./configure --with-python
:

checking for PYTHON... no
configure: error: Package requirements (python-3.1) were not met:
Package 'python-3.1', required by 'virtual:world', not found
Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
Alternatively, you may set the environment variables PYTHON_CFLAGS
and PYTHON_LIBS to avoid the need to call pkg-config.

Need to generate the dist tarballs with a newer automake.
