configure: move XML_PRIVATE_LIBS after WIN32_EXTRA_LIBADD is set

Currently, the pkg-config file lacks -lws2_32 because WIN32_EXTRA_LIBADD isn't set by the time XML_PRIVATE_LIBS is set

Caused by a regression in cf6cd81c
