Window title text changes may affect layout of window list

This may or may not be a bug. It is a cosmetic annoyance.
I have gnome-panel set to a height of 52 pixels, just enough to have the window list applet choose the layout of "2 window buttons per column" if there is more than 1 window.
Whenever one of the windows changes its title to have a character whose height is too large to display, it switches to a "single window button per column".
This is especially apparent when using a tabbed browser and using YouTube. When a video is playing, YouTube changes the title to include the character '
My suggestion: When the window title changes, it should not change the layout of the window list. Characters that can't be displayed correctly should just be cropped.
Steps to reproduce:
- Open several windows.
- Set the height of gnome-panel to a large-enough value until it displays 2 window buttons per column (one above another).
- Using a web-browser, visit YouTube and play a video, so YouTube adds a '
▶' to the page title, and thus, the window title.
Result: The window list changes to a layout of 1 window button per column
