librsvg 2.42.3 depends on an unstable version of Cairo
I am seeing this when trying to install the latest librsvg release:

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
Alternatively, you may set the environment variables LIBRSVG_CFLAGS
and LIBRSVG_LIBS to avoid the need to call pkg-config.

It seems weird to me that librsvg has a hard dependency on an unstable version of Cairo, which is not provided by most Linux distributions and Homebrew.
Thoughts?
