[BZ#762115] Regression: behaviour of -w and -h changed, now crops instead of scales the image

Version: 41.0.2

Commit fecfcce4 caused a regression. It broke the behaviour of -w and -h. Before the commit, those parameters would scale the image, now it crops them.
