A bunch of CI cleanups

Federico Mena Quintero requested to merge federico/librsvg:ci-cleanups into main

  • Only install grcov and other rust tools for the images that need it.

  • Don't rebuild when generating the reference docs.

  • Only build docs in the rust-stable image.
