makedef: rework flags to work with Ubuntu and Fedora

Amyspark requested to merge amyspark/librsvg:makedef-add-ubuntu-fedora-support into main

We're sporting this commit in Cerbero to allow building shared librsvg with Ubuntu LTS and Fedora.

This partially reverts commit 28b95fcb.
