Windows NMake install doesn't work when docs not built
The recent changes for gi-docgen I think broke the case of installing librsvg on Windows using NMake, when docs aren't actually being built. I think this is a one-line fix of a missing if exist
test, but I think I can't actually submit it as a merge request here on GitLab?
