Text with different scales in the X/Y dimensions has wrong metrics (pango bug)

The text scaling seems wrong for me in version 2.48.3. I created the 'bad.svg' file with inkscape (1.0) and it looks well. The 'bad.png' is exported from inkscape. The 'bad-2.48.3.png' is created by 'rsvg-convert -f png bad.svg > bad-2.48.3.png' (on a Debian bullseye system). The 'bad-2.44.10.png' is created by 'rsvg-convert -f png bad.svg > bad-2.44.10.png (on a Debian buster system) and this one looks well and similar to the one exported by inkscape. bad.svg bad bad-2.48.3 bad-2.44.10
