gschema: move "org.gnome.nm-applet.gschema.xml" from network-manager-applet to libnma

Thomas Haller requested to merge th/add-nm-applet-gschema into master

The schema is also used by "src/nma-ws/nma-eap.c" (formerly "src/wireless-security/eap-method.c") and g-c-c's "panels/network/wireless-security/eap-method.c".

That means, despite the name of the scheme, it really belongs to libnma.

Add it.

TODO: if this gets accepted, a similar patch is necessary for network-manager-applet project to drop the gschema file.
