min-width and min-height should be added to border + padding + margin size.

This time it was different by 1px because of the border.

Add the update-decoration-layouts signal and emits it when the
decoration layout will be updated. This will be used to let nested
header groups warn the parent it should update its decoration layout,
e.g. following a mapping event.

Make HdyHeaderGroup hold a layout string and use it instead of the one
from the settings if it is set. This will be used in a later commit to
nest header groups.

HdyHeaderBar can do all GtkHeaderBar can, and more.
