Adding UK regional cities

John Hackett requested to merge jhackett/libgweather:add-misc-english-locations into main

This commit adds Gamston airport, the cities of York and Sheffield, and the towns of Retford and Driffield. Towns are included where nearby cities are too far (in Driffield's case) and where the town has an airport with a METAR station (Retford).
