Add Görlitz to list of locations

Görlitz is smaller than the 100.000 inhabitants that are listed as a criteria for cities to be included in Locations.xml. However, it is a district capital which possesses its own weather station. I added Görlitz together with the coordinates of this weather stations which I found on the website of the DWD: https://www.dwd.de/DE/leistungen/klimadatendeutschland/stationsuebersicht.html. The precision there is only up to 2 decimal places, which is why it has less digits after the comma than the other coordinates in the file.
