Question: Missing cities/districts of Turkey
I have a lot of city and district (ilçe in Turkish) information for Turkey/Türkiye.
The main problem for me is how to decide which locations are important.
In Turkey, cities/şehirler are divided into districts/ilçeler, then into neighborhoods/mahalleler, and finally into villages/köyler.
For example, Istanbul (the most populous city in Turkey) has 39 districts: 25 on the European side and 14 on the Asian side, where the weather could be different on each side.
According to the ministry's database, Istanbul has at least 54 weather stations.
Another situation is with my ancestor's city, Giresun, which has 30 weather stations. Some of them are approximately 30 km away from the city/district centers and are located in villages.

How should I decide which locations to add?
- Can I add all cities (81) and airports (62)?
- Should I add all districts (922) of all Turkish cities (81)?
Is there a better way to handle location databases? Perhaps using separate XML files for each country?
Kweather seems to use geonames.org to provide location names...
