The current city list for the Netherlands simply re-lists the weather
station locations. However, these are (usually) not in the bigger
cities. This commit replaces these cities with 44 "Large cities" as
determined by the Dutch government (see
https://nl.wikipedia.org/wiki/Grotestedenbeleid), which seems like the
best distinction that can be made in the Netherlands.

Kempten is a metropolis in the heart of the well known touristic region Allgäu. So not only inhabitant search for the city, many guests and tourists too.

Though Östersund has less than 100k people, it is the capital of
Jämtland county (and the only "major" city in the area). It's
submitted for inclusion due to its significance for the region, and Åre
being a large tourist destination in the country most notably for skiing
and mountainbiking.

This adds Uppsala Airport, also known as Uppsala-Ärna. It is a military
airport on the NNW side of the city of Uppsala.

Also add Uppsala, the 4th largest city in Sweden.
