Clarify that licensing is under terms of LGPL-2.1-only

As discussed in #28 (closed)

  • Use SPDX licence identifier to aid downstream consumers
  • Remove remnants of no-longer-used GPL to aid automated tooling
  • Relates to previous commits 59689af1 dce33821 2896d3bf
