Update and fix LIBRARY_VERSION numbers

Somewhere in the past the "revision" number was zeroed - fix that and
update version for the 0.12.17 release.

  • Bloody hell, I'm getting completely delusional. I swear I saw R instead of 0, then thought I made a mistake previously when I reset it to 0. In any case, despite the strange number I guess it's not a big problem as the last digit incremented (just by too big number) and it will be enough to reset it back to 0 the next time API changes. Right?
