Since we have a tooltip on the close button now, only seems natural.

Allow to disable or enable any of the individual shortcuts (except for
Alt+n shortcuts being grouped together).

This will allow Console to cleanly disable shortcuts instead of using a
hack, and will allow us to use capture phase for shortcuts while still
providing apps a way out.
