Show shortcuts window on it's shortcut

Roshan R Chandar requested to merge Roshan-R/gtranslator:123-show-shortcuts-window-on-shortcut into master

Currently, the shortcut to show the shortcut window does not work.

This MR fixes it by adding a keybinding for showing the shortcut window in src/gtr-application.c
