GTK3 on Windows doesn't handle Ctrl+Alt+<key> correctly

International keyboard layouts have an AltGr key (right Alt key) that allows typing special characters when pressed in combination with another key. For example on a German layout pressing AltGr + E prints "€". This works.
On Windows, an alternative way to activate AltGr is pressing Ctrl+Alt. So Ctrl+Alt+E should also print "€". This doesn't work in GTK3 applications.
Steps to reproduce
- Activate German keyboard layout
- Type Ctrl+Alt+E into any GTK3 application (gtk3-widget-factory will do).
Current behavior
Nothing happens.
Expected outcome
It should print "€".

Tested on Windows 7 with MSYS2, mingw-w64-x86_64-gtk3 3.24.9-4.
