Button shows "Unmount" tooltip when the removable device is already unmounted (but not ejected)
Steps to Reproduce
- Insert removable device.
- Open a nautilus window or a file chooser dialog (anything which uses GtkPlacesSidebar)
- Open GNOME Disks, and unmount the mounted partition in the removable device (in 3.28, that's the button with the "stop" icon). (Do not use the "eject" button for the device itself.)
Results
- In the places sidebar, observe that the "Eject" button is still present, but the tooltip calls it "Unmount".
- The right click menu has got both "Mount" and "Eject" actions.

- Gtk 3.22.30 (Fedora 28)
- Gtk 3.23.2 (JHBuild)

Watch the screencast recorded on Arch Linux with nautilus 3.28.1-784b3eaab. "Mount" is available in the context menu, indicating that the device is unmounted. However the button shows "Unmount" tooltip on mouseover.
