gdkscreen-wayland: Notify initial setting change from org.gtk.Settings

Gaël Bonithon requested to merge neyfag/gtk:notify-initial-setting-change into gtk-3-24

I needed to do this for "gtk-modules", so that applications launched after exporting org.gtk.Settings.Modules would load the exported module at startup. But I guess the initial change for "gtk-fontconfig-timestamp" should be notified as well.
