Draft: DND: Actually set the gdkdrop action on a local x11 drop

This is a followup to !4785 (merged) where we fixed the preferred action for an x11 drop. The problem is that we never updated the actual action on the gdkdrop, so there's a mismatch between what the user expects (based on the cursor icon) and what actually happens during the drop.
