theme: Drop shadow and border fixes for tiled windows

Fixes two small issues for tiled windows:

  • The drop shadow was unintentionally drawn for :backdrop tiled windows, due to a misplaced curly bracket.
  • The non-backdrop tiled window was using an incorrect border color.

Both issues are present in gtk-4-2 and gtk-4-4 branches as well. Additionally, the border color is incorrect in gtk-3-24. I can work on backporting the fixes if necessary.
