[gtk-3-24] GdkW32: drop WS_EX_TRANSPARENT style for GDK input only windows
requested to merge lb90/gtk:gdk-w32-drop-ws-ex-transparent-style-for-gdk-input-only-windows into gtk-3-24
The WS_EX_TRANSPARENT style is useless on input only windows, let's drop it.
This is a simpler alternative to !2738 (closed)
