FE_DOWNWARD not available on all architectures

On debian sh4, gtk4 FTBFS because FE_DOWNWARD is not defined: https://buildd.debian.org/status/package.php?p=gtk4&suite=sid

There was a similar issue win an other project: https://github.com/scipy/scipy/issues/15584
