Pressing "arrow right" never focus the first row in various panels from GNOME Settings
Original issue gnome-control-center#2308 (can't be moved because the reporter deleted their account)
Affected version
gnome-control-center-45.3-1.fc39.x86_64 (also happens in 46.0 in F40 beta)
Steps to reproduce
- With the keyboard/mouse, select the Accessibility, Sound or Keyboard panel in sidebar
- Press
arrow right
Seen behavior
Always the second row gets selected:

This happens in various panels. In Sound, for example, pressing arrow right
focus "Input Device" instead of "Output Device". In Search, the first from the list box gets selected instead of "App Search".
Acc. to this comment, the issue seems to be related to GtkBox (used in AdwPreferencesGroup). Also, the issue happens depending on the window width (gnome-control-center#2308 (comment 1687061) gnome-control-center#2308 (comment 2040987))
