Ctrl+F1 accel for GtkApplication help-overlay conflicts with GtkWidget binding to toggle tooltip

Description

Evince 3.20 on Ubuntu 16.10 (development) with GTK+ 3.20.4

The Ctrl+F1 accel to open the Keyboard Shortcuts window does not work. Ctrl+? does work though.

According to the GTK documentation, both these accelerators should be activated automatically.

Hmm, eog seems to have the same problem. Maybe this should be reassigned to GTK+?
