Keyboard shortcuts doesn't work with non-latin keyboard layout

Even simple shortcuts such as Ctrl+C and Ctrl+Shift+V does not work when I choose non-latin keyboard layout (Russian Cyrillic in my case). When I press Ctrl+C Cyrillic letter С appear in the terminal (instead of ^C) when I press Ctrl+Shift+V Cyrillic letter М appear in the terminal (probably because V and М on the same button if you add us and ru keyboard layout to system settings) instead of pasting clipboard content.
This issue is not reproducible with 42.beta version in Ubuntu 22.04 LTS, but it's reproducible with 43.0 version in Debian 12. In both cases it's Gnome Shell Wayland session.
