Cannot use keyboard shortcut Ctrl+Shift+N to create new folder on non-Latin keyboard layouts

On English -language layouts, you can use the Ctrl+Shift+N key combination to create a new folder. But when switching to another layout, there is no such possibility. When pressing the letter "T", conjugated from the English "N" (in my case, "Т" is the letter of the Russian alphabet) nothing happens. I would like to have no need to change the layout to create a new folder during work, this would significantly increased UX
