Clicking notifications doesn't bring up the application
With GTK4, when creating a GNotification and then sending it, if I focus another window or change the workspace, clicking on the notification doesn't bring up the application's window, or even show a "APPLICATION_NAME is ready" notification.
The behavior is the same if the notification has a default action that calls gtk_window_present()
or doesn't have a default action.
It should be noted that using a default action that calls gtk_window_present()
twice does bring up a "APPLICATION_NAME is ready" notification.

This seems similar to #4334.
