No possibility to enter characters by Alt+Numpad sequences

Description
Entering characters by holding Alt key and entering character code by keypad does not work in GTK+ applications.
Some description: This is an old input method, but is nicely working in any MS Windows application. It is very useful to enter different quotes or dashes, or something You would need a third level modifier as AltGr to enter because of keyboard layout mapping letters on numbers (i.e. Alt+64 -> @, Alt+33 -> !). Results may differ if the number is preceded with 0, i.e. m-Dash is Alt+0151 ("—"), while Alt+151 will result in "Ś".
I noticed this lack in Midori web browser. After checking some suggested GTK+ applications (https://bugs.launchpad.net/bugs/1298317) I found out that The Gimp and Pidgin have the same problem.
Would be nice if the method would work in GTK+ applications on MS Windows(tm) as it does in other applications.
IMNSHO This bug relates to bug #165385 , speaking about win32 keyboard handling.
