Windows: fails to install when pkg-config is not found
When building on Windows with only VisualStudio installed (not msys2) pkg-config is not installed. Installation step fails with that error (requires Meson master to get that far):
Running custom install script 'C:\\Python38\\python.exe C:\\Users\\Collabora\\xclaesse\\gtk\\build-aux/meson/post-install.py 4.0 4.0.0 c:/lib c:/share c:/bin'
