Unexpected button action after right clicking the CSD header
To reproduce:
- Right-click over the new tab icon.
- Close the context menu that just opened by clicking anywhere else on the window.
- Left-click over the hamburguer menu (as many times as needed to get it open).

As you can see, it's inverting the click actions. When you left-click the hamburguer menu, it opens a new tab. When you left-click on the new tab, it opens the hamburguer menu. These two buttons are just examples. You can reproduce this with any combination of buttons from the CSD header bar. They are switching their functions somehow.
GNOME Terminal info: GNOME Terminal 3.36.1.1 using VTE 0.60.3 +BIDI +GNUTLS +ICU +SYSTEMD
OS: Fedora Workstation 32 (GNOME on Wayland).
Logs? It's not outputting anything to the journald logs as I reproduce the problem.
