-gtk-icon-filter should not affect symbolic icons
In GTK 3 the former -gtk-icon-effect
affects only full-color icons, but in master the new -gtk-icon-filter
affects symbolic icons too. This is a problem e.g. when using it to make disabled full-color icons dim.
button:disabled,
image:disabled { -gtk-icon-filter: opacity(0.5); }
This style (!1990 (merged)) works fine for disabled full-color icons, but this makes the disabled symbolic icons doubly dimmed because they already have the disabled "gray" color using CSS color

I think the functionality of -gtk-icon-filter
for symbolic icons is not needed at all, as we already can style the symbolic icon color using CSS color
