tab keybinding for list navigation

Description
When using drop-down lists (combo boxes) and menus, it should be possible to navigate to the next entry in the list using the TAB key (and SHIFT-TAB to move in reverse). This keybinding is standard for other platforms, such as KDE and is also implemented by Mozilla Firefox (so it is common and expected). At the very least, there should be some gconf setting for this binding so that it is possible to enable it.
Other information: I originally filed a bug with Eclipse because the code completion drop-down list was not configurable in the key bindings, and the feedback was that it was a system keybinding:
