Option to disable kinetic scrolling

Steps to reproduce

1. Open a PDF of several pages with Evince
2. Scroll the PDF using touchpad

Current behavior

1. Lifting fingers from touchpad sometimes accidentally generates unwanted kinetic scrolling.
2. The inertia or speed of kinetic scrolling is too high
3. This problem also exists in other GTK apps such as Gedit.

How to switch off the kinetic scrolling in all GTK apps?
Is it possible to add a toggle button in Settings->Devices->Mouse&Touchpad to switch it off?

Expected outcome

A toggle button in Settings->Devices->Mouse&Touchpad to switch on/off kinetic scrolling.
