Emoji completion broken with german keyboard layout “Neo2”

Description
When I try "Ctrl + Shift + e" and then write "<3" normally (i.e. by number "3" from the top row numbers on the keyboard), everything works. But Neo [1] also provides a fourth layer, which maps the num-pad onto the right side of the main keyboard.
• I can produce the "<" glyph from layer three without a problem. • I then have to press either the "<" or the "AltGr" key (which doesn’t type anything here, but instead switches to the fourth layer) and then the "." key, which in combination produces the glyph "3" because of the mapping. But what happens is, that at pressing the "<" or "AltGr" key, I hear this Gnome error sound (like “blub”), and then it breaks.
Remember, I use a German keyboard, so the keys I have to press may differ from yours.
I believe you have to not read out which key is actually pressed on the keyboard, but rather take the result, what is produced by the keyboard layout (abstraction layer?). But somehow, I can produce the "<" glyph from layer 3 – but not the "3" glyph from layer 4…?
