	* gtk/gtkaction.c (connect_proxy): Sync tooltips on toolitems.

	* gtk/gtkuimanager.c (update_node): Don't complain about missing
	actions on popups. Re-set "tooltip" property on toolitems after
	adding them to parent to trigger proxy update.
