mkdb: Make transfer annotation tooltips less ambiguous

This is a result of discussing the transfer tooltips from #116 , where the tooltips could be read either way.

This changes the wording to pointing who owns things, in a way that accounts for output arguments. It still doesn't offer any context, but URLs in tooltips wouldn't work anyway.
