scangobj: Add --generate-only option

Xavier Claessens requested to merge xclaesse/gtk-doc:generate-only into master

Build systems knows better how to compile/link/run a file than a python wrapper script. It is not an easy task for Meson to know exactly which flags to pass to the command line and it has been error prone in the past.
